ヘイズ、金融業界の規制強化が新たな雇用を生んでいるとするコメントを発表

【東京 2014年4月30日】人材紹介会社のヘイズ・スペシャリスト・リクルートメント・ジャパン株式会社(本社:東京都港区、リージョナル・ディレクター、ジョナサン・サンプソン、以下ヘイズ・ジャパン)は、現在、日本の銀行業界では、優れた能力を持ったバイリンガルの金融プロフェッショナルの採用に積極的に動いているとするコメントを発表しました。
こうした人材の需要は、金融関連の新たな規制導入に加え、店頭デリバティブ取引が導入され、投資家が海外の債券商品への積極的な姿勢を見せていることによって生み出されていると考えられます。
ヘイズ・ジャパンのリージョナル・ディレクター、ジョナサン・サンプソンは次のように述べています。
「金融業界で新たにBasel IIIやDodd Frankといった規制要件が導入されたことで、現在、こうした規制に関連した業務を担当するプロフェッショナルの需要が非常に高まっています。新たな規制の導入が、各地の規制当局への報告書類を準備できる候補者の需要を生み出しています。
また、日本証券クリアリング機構(JSCC)の業務が拡大したことで、店頭デリバティブ取引クライアント・クリアリング・スペシャリストの増員も求められています。JSCCの新システム導入で、こうした傾向が上場デリバティブの分野にも広がるものと予想されます。
日本の株式市場は昨年1年間で全般的に回復してきたものの、金融機関からは依然としてリスクが高いと見られています。日本国債の配当水準も十分とは言えないため、大半の金融機関はリスクが少なく安定した配当が得られる海外の債券商品を中心に運用を行っています。このため、この分野での投資を管理できるプロフェッショナルに対する強い需要があります」。
ヘイズでは、今年初めからアセット・マネジメントやコンプライアンス・マネージャーに対する求人にも増加傾向が見られています。
「株式市場が回復傾向にあることによって、株式業務部門でも新たな採用予算が認められるようになっており、内部コントロールを中心とする職種で新たな人材の採用が進んでいます。
また、多数の企業がバイ・サイド、セル・サイドの両方で営業部門の増員を図っており、ジュニアレベルの営業担当者を補充しようとしています。一般的にこれらの候補者は金融機関での需要が高いものの、コーポレート営業部門の増強を図る一般企業も見られます。
現在の傾向として、企業側は経験豊富な人材ではなく将来性を持った未経験者を採用するなど、採用に関して大幅に柔軟な姿勢で臨むようになっています。さらに、ほとんどの企業が複数商品の営業や、管理業務と開発業務の兼務など、候補者側にもマルチスキルや、新たなシステムや規制、トレンドに対応できる柔軟な適応力を求めています」。

Japan’s regulatory requirements are creating finance jobs, says leading recruiter
Employers in Japan’s banking sector are recruiting talented and bilingual finance professionals, says recruiting experts Hays in Japan.
Demand is being created by new regulatory requirements, the introduction of over the counter derivatives transactions and investor appetite for foreign fixed income products.
“Regulatory Reporting professionals are highly sought after at the moment due to the introduction of regulations such as Basel III and Dodd Frank,” says Jonathan Sampson, Regional Director of Hays in Japan. “The new rules have created jobs for candidates who are able to prepare regulatory reports for local regulators.
“Also in demand are Over The Counter Derivatives Client Clearing specialists as the Japan Securities Clearing Corporation (JSCC) requires additional headcount to support its growing business. The JSCCs new system is expected to create increased demand in listed derivatives.”
Although the equity market was generally more active last year, financial institutions are still hesitant to invest in equities as the risk is considered to be quite high, says Jonathan. “Most financial institutions are instead focusing on foreign fixed income products since JGBs don't provide sufficient returns. Therefore, there is a strong demand for Global Fixed Income Product Managers who can manage these investments.”
According to the recruiter, the start of the year saw an increase in jobs for experienced Asset Management Compliance Managers. “We have seen additional areas of interest and demand for equity focused internal control candidates as new headcount has been approved following the improvement in equity markets.
“We have also seen a number of firms on both the buy and sell-side increase their sales team with Junior Sales Representatives. Generally speaking, the demand has been more within the institutional sales teams, but there are also some firms who are looking to build up their corporate sales teams.
“A trend we are seeing is that firms are now being a lot more open to investing in 'raw' talent, as opposed to experienced hires. In addition, most firms seek candidates who are multi-skilled and flexible so that they can adapt to the new systems, regulations, and trends.”
