米中首脳会談、具体的関係改善なし

この点は今回も同様。以下は、米中の公表文の一部を再録し、個々の興味深い部分には筆者が独断と偏見のコメントを加えている。まずは米側のReadoutから。

　●The two leaders spoke candidly about their respective priorities and intentions across a range of issues. 「率直に話した」とは、意見が一致しなかったということ。「それぞれの優先順位と意図」とは、米側の目的が合意や関係改善ではないということだ。要するに、中国側の「レッドライン」「忍耐の限界」、すなわち、米側がどこまで押したら中国側が本当に「切れる」か否かを見極めたい、ということだろう。

　●President Biden explained that the United States will continue to compete vigorously with the PRC…. He reiterated that this competition should not veer into conflict and underscored that the United States and China must manage the competition responsibly and maintain open lines of communication.　

「力強く競争する」とはもう容赦しない、「紛争に転ずるべきではない」とは米側は戦いを欲していない、「コミュニケーションラインを維持する」とは誤算や不測の事態が生じないよう話し合いだけは続けたい、ということ。

　●The two leaders agreed to empower key senior officials to maintain communication and deepen constructive efforts on these and other issues.

米側文書で「agree」が使われたのは、この部分と「核兵器不使用」「ブリンケン国務長官訪中」の三か所だけ、これで今回如何に「合意」が少なかったかが分かるだろう。
